PROJECT DEVELOPMENT GOAL: enhanced inclusive business opportunity, enhanced production and productivity, and improved livelihoods of beneficiaries along the aquaculture value chain.

CATCHMENT: Implemented in all the 10 provinces of Zambia

Disbursement Method adopted for Micro Finance Business Loans

  1. Phase Two (2) Disbursement to Small Scale Fish Farmers

The first phase of disbursement was towards digging of fish ponds and construction of fish cages by loan beneficiaries across the country.

  • Phase Two (2) Disbursement to Micro Finance Smallholder Fish Farmers

The second phase of disbursement was for clients to purchase fish fingerlings and fish feed after certification of the ponds or cages by the Department of Fisheries at the Ministry of Fisheries and Livestock and submission of quotations. The Commission made payments directly to the suppliers identified by clients. The two-phase disbursement model is made to mitigate against the risk of diversion of funds and allow for early constructive intervention before full funding.


  1. Pre Disbursement Monitoring of Approved Project
  2. 227 loans approved but not disbursed and/or partially disbursed were subjected to further due diligence to ascertain their viability taking into consideration changes in business parameters.
  • Pre Finance Training of Approved Project
  • 141 loan beneficiaries undergoing pre disbursement training in various aquaculture businesses in fish farming, fish processing and fish feed production.
  • Due Diligence on the 2022 applications from the Ministry of Fisheries and Livestock
  • 1,177 loan recommended by the Ministry of Fisheries and Livestock are undergoing due diligence to ascertain commercial viability and disbursement for those that are viable will commence in October 2022
